This Privacy Policy describes how the SWM mobile application collects, uses, stores, and shares information when used by authorised field staff of the Ranchi Municipal Corporation (RMC) for the collection of Solid Waste User Charges. The App is developed and maintained by Netwind Softlabs Pvt. Ltd. on behalf of RMC and is intended exclusively for authenticated tax-collection users (Tax Collectors and Team Leaders). It is not a consumer-facing application and is not intended for use by the general public.

Information we collect

The App collects only the information required to authenticate the user, record municipal user-charge payments, and produce printed receipts. We do not collect data for advertising, profiling, or any secondary purpose.

2.1 Information you provide

The personal information of ratepayers is not the user's own personal data — it is municipal record data entered by the authorised Tax Collector in the course of their official duties on behalf of RMC.

2.2 Information collected automatically by the device

ACCESS_FINE_LOCATION, ACCESS_COARSE_LOCATION To find nearby ratepayers, to geo-tag payment transactions, and to record the geo-location of new ratepayer entries. Location data is sent to the RMC backend together with the related transaction. The App does not continuously track your location in the background.
BLUETOOTH, BLUETOOTH_ADMIN, BLUETOOTH_CONNECT, BLUETOOTH_SCAN To discover and connect to a thermal receipt printer so the App can print payment receipts on the spot. No data about other Bluetooth devices is uploaded or shared.
Camera (optional) To capture a photograph as evidence in specific workflows (for example, denial-of-payment recording). Images are sent only to the RMC backend as part of that transaction.

The App does not access your contacts, calendar, SMS, call logs, microphone, photo gallery, accounts, advertising ID, biometrics, or files outside its own application sandbox.

2.3 Information stored locally on the device

The following items are stored on your device using the standard Android secure-preferences storage :

How we use information

We use the information described above solely to:

  1. Authenticate authorised RMC field staff.
  2. Display the ratepayers, demands, and clusters assigned to the logged-in user.
  3. Record payments, denials, door-closed visits, and reschedules in the official RMC system.
  4. Generate, display, and print payment receipts (including a QR code for receipt verification).
  5. Help the field officer locate nearby ratepayers and capture accurate geo-coordinates for municipal records.
We do not use your information for advertising, profiling, sale, or any purpose unrelated to municipal user-charge collection.

How information is shared

All transactional data entered through the App is transmitted over HTTPS to RMC's backend service and is stored in RMC's systems. From there, data may be accessed by:

We do not sell, rent, or share your personal data with any advertiser, data broker, or other third party. We do not transfer data outside India in the ordinary course of operating the App.

We may disclose information when required to do so by Indian law, court order, or a legitimate request from a government authority.

Data security

No system can be guaranteed to be 100% secure. If we become aware of a security incident that affects user data, we will notify RMC and, where required by applicable law, the affected users.

Data retention

Children

The App is intended exclusively for authorised RMC field staff. It is not directed to, and we do not knowingly collect data from, children under 18.

Your choices

Permissions

You may revoke Location, Bluetooth, or Camera permissions at any time from your Android system settings. Revoking a permission may prevent the corresponding feature from working (for example, you will not be able to print receipts without Bluetooth, or geo-tag payments without Location).

Logout

Logging out clears the bearer token from your device.

Uninstall

Uninstalling the App removes all locally stored preferences. Data already submitted to the RMC backend is retained by RMC.

Access / correction / deletion of RMC records

Because the underlying records belong to RMC, requests to access, correct, or delete data must be addressed to RMC through its official channels.

Changes to this policy

We may update this Privacy Policy from time to time to reflect changes to the App or to applicable law. The "Last updated" date at the top of this policy will indicate when it was last changed. Material changes will be communicated through the App or through RMC's official communication channels.
